As you have learned from the news lately, both North Carolina and
Mecklenburg County are facing significant budget challenges and have
required the College to revert considerable funds that were budgeted for
this year. The College Cabinet is being proactive in preparing for and
addressing state and county budget constraints.
Therefore, today the Cabinet decided to suspend Merit Awards (both Lump
Sum and Accelerated Advancement) and Teaching Excellence awards for this
year.
While we recognize that this may be disappointing news, please
understand that the Cabinet's first priority is to preserve personnel,
programs, and critical services.
In anticipation of additional cuts in next year's budgets, the Cabinet
will be developing contingency plans to further trim expenses. We will
keep you informed and appreciate your dedication and support during
these challenging times.

Information Systems Analyst II, Position #2INSTTC-FNC-7, REQ # 476. This
position is open to current CPCC employees only . Only CPCC employees
may apply. This is a mid-level position focusing on a variety of
technical work and analysis required for the development of user and
systems requirements. Performs routine to moderately complex tasks
involving designing, programming, testing, installation and maintenance
of college systems; primarily provides second-level support to users;
although not limited from working at other levels of the support model
as needed. Tasks may involve designing, installing, programming,
troubleshooting and maintaining user's hardware and software; responds
to inquiries and requests from users for assistance with the college's
computer systems or personal computers; identifies problems,
troubleshoots and provides solutions to assist users; assists users in
formulating requirements and advises on alternatives and implications;
may tutor students and support faculty in instructional delivery;
coordinates with other units within ITS to resolve problems as
necessary; designs and implements plan for new systems or processes and
may assist in training of users and entry-level staff. Minimum
qualifications: 1. Associate's degree in computer science or a closely
related field of study from an accredited institution; and a minimum of
two (2) years of full-time related work experience (or the equivalent in
part-time experience); or 2. A combination of completed college-level
coursework (at least 30 hours) from an accredited university and

With Wednesday's closing because of inclement weather, faculty are
reminded that they are obligated to make every effort to make up the
time missed.
Making up missed class time should be completed in as nonstressful a way
as possible for our students. When it comes to make-up options, one-size
does not fit all because at CPCC the enormous diversity in class
locations and restrictions makes for a complex situation.
The College position is that within the confines of space limitations,
course content, etc., instructors should work with students to provide
the maximum number of hours of instruction listed in the class schedule.
In some cases, instructors are able to add additional time to other
classes; schedule an additional class sometime during the semester; hold
conferences with individual students; assign work to be completed online
or in the library, etc.
For auditing purposes, an instructor must note on the 10% roster the
reason a class was not held and what the students did to make up the
time.

February is Heart Health awareness month; therefore, BeWell and the
Health & Physical Education Department invite all CPCC employees to
participate in a free American Heart Association Adult CPR & AED
certification class this spring. This course is designed for employee
training at companies, businesses or other entities.
Participants will learn adult/child CPR with mask, adult/child choking
and adult/child AED. Skills testing with AHA instructor during course is
required. Upon successful completion, participants will receive a
Heartsaver AED course completion card. Read the following pages in the
textbook prior to class: pp 1-28; and 91-123.
During the class, participants will practice and then demonstrate
specific skills to fulfill course requirements. At the end of the class,
if participants perform the skills, they will receive certification
cards.
Levine Campus, February 20, from 9 a.m.-2 p.m. in LV1320
Cato Campus, February 11, from 12-3:30 p.m. in CT270

Ren?e Prim, an instructor at CPCC who retired in 2002 after 27 years of dedicated service, passed away Wednesday, February 4. Funeral arrangements are incomplete at this time, but please check your email this afternoon for further details.
Ren?e is survived by her husband, David Cole, a retired lab instructor at CPCC. The family will be gathering at the couple's home, 4650 General Pershing Drive, Charlotte, NC 28209-2810. Condolences can be sent to this address, too.
Ren?e will be remembered for her helpfulness to students and for her generosity to the College. In March 2008, CPCC established the Prim-Cole Center for Information Technology on the Central Campus. She was truly an amazing individual and served as an inspiration to many.

Comparative Education: China's Preparation for the 21st Century
Summer Institute (Six Hours of College Credit)
June 12 to 26, 2009
Beijing & Xi'an, China
What's it all about?
UNC Charlotte in cooperation with Xi'an Jiaotong University in China is
offering six hours of graduate or undergraduate credit through a 14-day
educational tour of cities and schools in China, June 12 to 26, 2009.
The institute will explore differences and similarities among schools
and school systems in China and make comparisons with schools in the
United States. The group will visit elementary, middle, and high schools
in cities of significant historical interest. In the past, the institute
has visited schools in Aachen, Germany; Amsterdam, Rotterdam, and
Maastricht, the Netherlands; Brussels and Liege, Belgium. The institute
can easily arrange for visits to schools with special education
programs. Many Chinese schools will be in session until mid-July. The
focus of the institute is to study and view how schools in other
countries educate children.
The institute is open to all teachers, administrators, students, or
others who want to learn more about Chinese education and culture.
Spouses and non-educators are welcome.
On location
The 2009 Summer Institute will be centered in Beijing and Xi'an, China.
Cost
The institute fee is $ 4,495. The fee includes airfare, ground
transportation, two-bedded room with shower and toilet (3- or 4-star
hotel), three meals during planned program days, all internal
transportation, admission to planned cultural events, English speaking
tour guides, and six hours of graduate or undergraduate course credit.
Getting credit
Six hours of graduate or undergraduate credit from the UNC Charlotte is
included in the price. Those who do not wish to receive course credit
will be registered for audit credit.
A $510 deposit must be made to reserve air tickets and a place in the
institute. UNC Charlotte will refund $100 of the program deposit if
written notice of cancellation is received by the Office of Education
Abroad of the Office of International Programs no later than February
27, 2009. A second payment of $1,995 is due March 6, 2009. Final payment
of $2,000 is due April 8, 2009. Despite these deadlines, recruitment
for the Summer Institute continues until all the slots are filled.
Airline tickets will be purchased at a group rate and are nonrefundable.

The "Family Educational Rights and Privacy Act" (FERPA) has changed some
of the requirements for release of students' information effective
January 9, 2009. These changes affect students attending this College.
The Admissions/Student Records Office will send out email broadcasts
with examples to help update all staff and faculty of these changes so
that we may all follow these important guidelines.
The following is a hypothetical situation that serves as a example of
what to do and what not to do under the new FERPA guidelines:
QUESTION:
"Hello. This is Wanda Nancire from ACME degree verification, and would
like to verify whether or not Faye Ledemale earned her bachelor's degree
at IOU, as well as her major and date of conferral. Faye's SSN is
987654321; can you help me?"
IOU's Enrollment Services specialist, Yaz I. Kann, known for his
cheerful demeanor and speedy response time, replied "Why yes Wanda, Faye
earned her BA in Creative Attendance May 31,1988. Is there anything else
I can help you with?"
Since IOU has degrees and majors listed in their directory information,
is this a FERPA problem?
ANSWER:
Even if IOU had degree and major as directory information, this would be
a FERPA violation.
Section 99.37(d) prohibits an institution from using a SSN when used
alone or in conjunction with other data elements in order to identify or
help identify a student's records when disclosing or confirming
directory information.
The staff member should have asked for other identifying information and
confirmed that he was not verifying the SSN number given.

Many of you have called or emailed regarding Ms. Renee Prim's passing. I
understand an obituary will be in the paper at a later date. Renee's
committal was a private service this past Tuesday in her hometown of
Shelby.
As many of you know, Renee retired from CPCC in 2002 after 27 years of
dedicated service. She is survived by her husband, David Cole, also a
CPCC retiree. Cards and thoughts of sympathy can be sent to him at 4650
General Pershing Road, Charlotte, NC 28209.
Renee will be remembered for her helpfulness to students and for her

fresh-baked loaf from the CPCC Culinary Club! Today, February 13, the
Culinary Club will be selling a variety of breads including French bread

The sale takes place in the Citizens Center on Central Campus and begins
at 10 a.m. The sale ends when all loaves are purchased, so come early as

Subject: [Cpcommunicator] Applying FERPA Guidelines Example #2

The "Family Educational Rights and Privacy Act" (FERPA) has changed some
of the requirements for release of students' information effective
January 9, 2009. These changes affect students attending this College.
The Admissions/Student Records Office will send out email broadcasts
with examples to help update all staff and faculty of these changes so
that we may all follow these important guidelines.
The following is a hypothetical situation that serves as a example of
what to do and what not to do under the new FERPA guidelines:
QUESTION:
While going to class, Gentry tripped and fell down a flight of stairs.
During the fall, he took a nasty hit on his head and was unconscious for
a few seconds. Security and a Professor Mason were the first to arrive
at the scene, and after evaluating the situation they decided to call
911, and Gentry was taken to the emergency room. Upon learning this, the
Dean of Students called Gentry's parents to let them know what happened.
Thankfully, Gentry made a full recovery, remembering nothing of the
incident. However, concern was raised as to the contacting of his
parents initially because of FERPA restrictions related to emergency and
safety situations specifically omitting contacting the parents. Gentry
had been an independent student, and no releases were signed.
Might there have been an issue?
ANSWER:
Under the new regulations, contacting the parents is not an issue. While
section 99.36 of the old regulations made no mention of contacting
parents within the health and safety exception, the new regulation
specifically includes parents as appropriate parties to whom the
institution may disclose information.
99.31/99.36: Health or Safety Emergency
New: Disclosure may be made to any person whose knowledge of information
is necessary to protect health and safety of student or others,
including release to student's parents.

In hopes of being published by our very own CPCC Press, I am currently
putting together a cookbook with contributions exclusively from our
college employees. If you would like to contribute, then look through
the categories, download the form, read the instructions, and fill it
out with your submission. Each recipe requires a separate form, and must
be submitted electronically to my email address. Acceptance of each
recipe is conditional, and not guaranteed.
Deadline for submissions is February 27.
The cookbook will be copyrighted, but not the individual recipes. Date
of publication is not yet known at this time. Please begin now

to its regulations implementing the Family Educational Rights and
Privacy Act, the federal statute governing access to and disclosure of
student education records. The new regulations, effective January 9,
2009, make significant changes that necessitate review by institutions
of their own student information policies and procedures.
The January 29, 2009, seminar (link below) covered the most important
new provisions and requirements in the regulations including those
relating to:
* Disclosure of student information in campus health and safety
emergencies
* Disclosure of student information to contractors, including
institutional and contractor responsibilities
* Information technology issues
* Access by institutional officials to education records

The "Family Educational Rights and Privacy Act" (FERPA) has changed some
of the requirements for release of students' information effective
January 9, 2009. These changes affect students attending this College.
The Admissions/Student Records Office will send out email broadcasts
with examples to help update all staff and faculty of these changes so
that we may all follow these important guidelines.
The following is a hypothetical situation that serves as a example of
what to do and what not to do under the new FERPA guidelines:
QUESTION:
You have been contacted by a former colleague at Chapel University.
Apparently, a student of yours last semester transferred there this year
and had a glowing recommendation from you. Unfortunately, though, you
don't remember writing this recommendation and ask your colleague to
send it to you. In reviewing the copy, you determine that it is a fraud
and you did not write it. Wanting to set the record straight, you send
back an amended recommendation letter as well as verify that the
recommendation was bogus. Upon getting in trouble with the university,
the student cries "foul" and files a complaint with the FERPA Compliance
Office against BOTH institutions. He stated that he did not sign a
release to allow the sending of any of those records between schools.
Are we guilty?
ANSWER:
There are two new inclusions in the new regulations that would allow for
the sending of these records without requiring a student's written
consent for release. These rules deal with fraudulent and/or tampered
records and the ability of institutions to confirm or deny accuracy and
authenticity.
99.31 Educational institutions can disclose records without consent to
another institution even after a student has already enrolled, if the
disclosure is for purposes related to the student's enrollment or
transfer.
99.3 Allows institutions to return transcripts, recommendations, etc.
that appear to have been falsified back to the institution or school
official identified as the creator/sender in order to confirm
authenticity.

As you probably already know, the college has authorized the use of only
one P-card in most departments. A result of this has been more than one
irritated call placed to Campus Printing about "surprise" charges to a
P-card for printing services performed but not authorized by the P-card
holder. Many of you have gone on to ask Campus Printing not to perform
printing services unless first vetted by the appropriate P-card holder.
We will do our best to work with you to ensure that no unauthorized
print requests are produced, but understand that not everyone in Campus
Printing knows all the people who work with you. Multiply that by all
the departments in the college, and you can see that if one relies on
Campus Printing to print only "authorized" jobs, some will still slip
through.
Campus Printing definitely wants to help you ensure your money is spent
only when and where it must be spent - but please help us by ensuring
that everyone in your department knows who their P-card decision maker
is, and to go through that P-card decision maker first.

Please be advised that a Life Safety/Fire Alarm Test will be conducted
at the IT Building tomorrow (Friday, February 27, 2009) from 8 a.m. to
approximately 10 a.m. This test will be primarily located on the first
floor at the newly renovated Language Laboratory.
The building WILL NOT need to be vacated while this test is being
performed.
If additional questions/concerns are required, contact Bo Hightower at
704-622-6639. Sorry for any inconveniences.
