A woman who receives a WINGS scholarship has a clear educational and career plan; she has proven her ability to accomplish not only academic work but to do well in other facets of life. Her own personal vision is so strong that people cannot help but want to support her in it. The WINGS Scholarship provides financial support but also offers something potentially even more valuable. The OSBM has indicated that tax collections have continued to decline, and the State is facing a larger budget shortfall than anticipated. Therefore, effective immediately and in accordance with the OSBM mandate, the College will implement additional spending restrictions. Just to reiterate several budget points: * All State-funded travel shall be terminated for the remainder of the fiscal year. Local mileage reimbursement between CPCC campuses for business purposes is allowed. Mileage reimbursement for direct classroom instruction at sites other than a CPCC campus is allowed. If uncertain about a qualifying situation, please contact your unit vice president. * No purchase orders may be issued for goods or services that will require expenditure of State funds. * Vacant, permanent and temporary positions shall not be filled, with the exception of faculty for direct classroom instruction through June 30, 2009. * Please work through your vice president's office for any p-card use prior to any purchases or commitments. * Any exceptions to the mandate received from the OSBM must be approved by the OSBM through the President's office. Please contact your unit vice president for additional direction. College Cabinet is closely monitoring the situation and is confident we will continue to provide the best services to our students while effectively working within our financial constraints. Purchase orders for goods or services that have been ordered, but not received by April 16, 2009, must be canceled. Note that this requirement applies to HB 275 funds unless an exception has been authorized by OSBM. State funds may be used to pay for any cancellation or forfeiture fees required due to cancellation. If no or only limited savings would be realized by cancelling a purchase order due to high cancellation charges, the college should consider submitting an exception request to OSBM. Payment for the following instances may be allowed if approved by the college president: * Instructional supplies required for direct classroom instruction. * On-going contracts, maintenance agreements, personal service contracts, and lease agreements provided that the services/ activities have begun to be delivered. Examples would include copier leases, internet service provider charges, etc. (Note that a college must seek an exception from OSBM if a contract renewal is being sought.) * Payments to childcare providers on behalf of students already participating in the Child Care Grant program. Fall 2009 semester deadline is May 22, 2009. These deadlines allow us adequate preparation time to properly meet teaching and learning needs by understanding the technological requirements, ensuring the availability of proper and sufficient resources, and coordinating the acquisition, testing and implementation of needed software, hardware and services prior to the start of semester. Please recognize that our ability to meet identified needs is contingent upon the availability of resources (funds, personnel, and time). If needed, we will communicate with the respective individuals to establish accurate expectations. Requests received after these dates will need to be authorized by your dean and will be addressed on a first-come, first-served basis. To make a request, simply fill out the Setup Classroom Configuration web form at https://secure2.cpcc.edu/classroom. Be sure to incorporate requirements to operate the class for the entire semester. To review the list of the standard software that is presently included in each computer classroom, open computer lab or smart classroom, please visit http://www1.cpcc.edu/its/faculty-staff/technology-enhanced-facilities/in structional-images. We have been told that we will not have a replacement motor until tomorrow, April 29. There will be limited cooling since we will be circulating outside air only. Please note that all state agencies, including educational institutions, must comply with an Executive Order. Cabinet is aware of the situation, and is in consultation with the North Carolina Community College System Office regarding the impact it will have on our faculty and staff. Please remember that leave accruals for the current month are earned at the end of the month and cannot be used until the following month or later. Full-time timesheets and leave reports for April are due in Human Resources, no later than 5:00 p.m. on May 5, 2009. Timesheets and leave reports may be scanned to the CPCC Human Resources email address or faxed to 6066 if it is not possible to have them dropped off or mailed to Human Resources by the deadline.
