[Cpcommunicator] Registration policy for students with outstanding balance

To reinforce our current process, students who have an outstanding
balance with the College will not be able to register for spring
classes.
In addition, they will not be able to complete any of the registration
processes, including fall term withdrawal. The students impacted will
receive an email, phone call, and bill regarding their outstanding
balance.
These students are being directed to make their payment in person at the
cashiering office on any CPCC campus. Please share this information with
students.
Reminder, spring registration for current students began November 9. New
students can begin registering on November 14.
