I think we all understand that FERPA regulates the security and privacy of student information. Is there anything that can be released without student consent? A. Yes, so-called directory information--information that might be published in a student directory. Each college must define and publish what it considers to be directory information. Items considered directory information at CPCC are published in the current College catalog (pg. 72). The list includes only the following: * Student's name * Major field of study or program * Dates of attendance * Degrees, diplomas, awards * The most recent previous educational institution attended * Place of birth Directory information can never include: * Student Social Security number or student ID number. * Citizenship * Gender * Religious preference * Grades * Grade Point Average (GPA) * Class schedule Q. So we can give out information from the first list, CPCC's list, without student consent? A. Yes, but be aware that colleges must allow students the right to request nondisclosure of directory information, and we must honor those requests. If such a request is in place, a "Private Directory Information" notation appears in the upper right corner of that student's master file screen, and directory information cannot be released. Always check for that warning, and, remember that Student Records is the office responsible for release of student information. Refer inquiries to them whenever in doubt. -------------- next part -------------- An HTML attachment was scrubbed... It is used internally by Payroll, Human Resources, Budget, Professional Development, IT and many other areas. The accuracy of this information can greatly impact services such as paychecks, financial services, and web services. The current organizational chart, found at http://www.cpcc.edu/organizational_chart/1.htm , is not completely accurate. Therefore, when submitting the October timesheets, all supervisory personnel will be required to submit a screen print of the page of the organizational chart that displays their particular department or area of responsibility. This screen print will serve as documentation that the supervisor has the authority to sign off on the time sheets submitted to HR. If there are any errors in the organizational chart that is currently online, the supervisor (VP, dean, manager, director, coordinator, supervisor, etc.) will need to make manual changes to the screen print and submit an Organizational Change Form which can be found online at http://inside.cpcc.edu/forms/default.htm#Financial . The screen print of the appropriate organizational chart, including any necessary changes, must be submitted with your October time sheets, which are due by November 3. If the organizational chart needs has been changed manually, the supervisor must also include an Organizational Change Form. United Family Services returned more than $6.4 million to the economy through its debt repayment programs, and helped thousands in learning the skills necessary to avoid housing delinquency problems. Our HVAC staff has made the shift from cooling to heating in those buildings where this is an either/or proposition. Most of our new buildings offer greater flexibility and are designed for energy efficiency, which may have seemed cool in the transition times of the year. For example, to conserve energy some of these heating boilers are not set to start until the outside temperature drops below 50 degrees Fahrenheit. This means that the building relies on the heat load of people and activity to rise to a reasonable temperature. Now we appear to be firmly in the time of year when every night will drop below 50 degrees and we will arrive to warmer buildings. Also our partners at the College are reminded not to use personal space heaters or appliances brought from home. These present numerous problems, such as tripped breakers, fire hazards, and falsely telling the building thermostats that the internal temperature is warmer then it really is. This false reading from the thermostat creates a vicious cycle where people want to turn the space heater higher and the building is being told to deliver more cold air. It is best for everyone if you report your too hot or too cold issues directly to Facilities Customer Service at x6000. This allows us to correct the problem. Also be advised that repeated calls to the same space because of tripped breakers will necessitate the removal of personal appliances if this is the cause of the problem. Medical accommodation needs for additional heating must be reported as such so that we may involve the appropriate staff members. If our HVAC staff is unable to adjust the temperature to an acceptable level, we have College provided space heaters to place in those locations until the underlying problem is corrected. Our space heaters have kill switches which turn them off if they turn over and we will only install them in accordance with Fire Safety Code in locations that will support their electrical load. -------------- next part -------------- An HTML attachment was scrubbed... In my department, we sometimes use student workers. Because of the work that we do, these students often have access to documents containing personally identifiable information about other students. I'm worried that this may be a dangerous practice. A. Actually, this is allowable under FERPA as long as student workers are performing assigned tasks related to the work of the College - work that can be defined as by the College as legitimate educational interest. However, it is recommended that: * Student workers be familiarized with FERPA regulations and College policy relating to the security of educational records. * Student workers are closely supervised. * Student workers sign an agreement prior to employment emphasizing the need for confidentiality. The increase will be retroactive and will be added to the July 1 base pay of all full-time faculty and staff who were employed as of that date. This increase is in addition to the 4.5% salary increase that was made in September 2004. This raise is possible due to the increased funding the College received from the legislature this year, as well as in recognition of Central Piedmont Community College's attaining a superior status for the North Carolina Community College State Performance Measures. The Board of Trustees also approved a $200 increase for part-time instructional contracts. The typical three-credit course contract will be increased from $1,400 to $1,600 effective for the spring of 2005. Finally, the Board of Trustees approved the funding for the College Cabinet to implement some of the recommendations of the Segal Compensation Plan Review and Market Comparison Study. The major emphasis will be on correcting salary compression issues. The approved adjustments will be implemented in January 2005. The Board of Trustees and the College Cabinet are excited to be able to be in a financial position where we can finally reward and recognize the hard work of our employees. -------------- next part -------------- An HTML attachment was scrubbed... I sometimes keep notes about student needs, performance, progress - could be anything. Mostly these are reminders for me, suggestions I might make, or an idea I'd like to try; but many are related to individual students. Since students have a right to review their own education records under FERPA, would I have to produce these as well? Is this a problem? A. You may be describing "sole possession" notes - any notes or materials kept in the sole possession of the maker. As long as these materials are not shared with anyone other than a temporary substitute, they are not considered education records and do not have to be disclosed. However, if these notes are ever shared with anyone other than your temporary substitute or if they are put in a location where they can be accessed by others, they become education records and are subject to FERPA regulations-- including the student's right to review, upon request, portions pertaining to him or her. Q. What about notations made during a discussion about a given student with, let's say, my program chair? If I don't share these notes, are they considered sole possession? A. No, probably not. The Family Compliance Office has stated that notes "prepared with the assistance or participation of others" are education records. -------------- next part -------------- An HTML attachment was scrubbed... The United Way Campaign has stalled at 53% of goal. This year's participation is less than 47% of last year's participation. We have been asked to make great sacrifices this year. Our College has needs and we must support those needs. Our community also has needs, and it is important that at some level we also support those needs. Although we have been asked to make great sacrifices this year, we have also received great rewards. I think there are two reasons why the campaign has stalled. The first reason is that a great deal has been asked of us. There is no question of that. The second reason is that everyone is just really busy. I have worked for some great organizations, but CPCC folks are special. We focus on what we do and we do it really well. That's one of the pleasures of working here. I know you are busy, but please consider this: There are more than 5,000 homeless living in our community and the average age is nine. They are busy finding a warm place to sleep tonight and finding the next warm meal. I know you are busy, but please consider this: 80% of the community's seniors are busy making choices between paying the rent, buying food, or purchasing medication. I know you are busy, but please consider this: a variety of United Way agencies visited our campuses this year. Most of us were too busy to talk to them. Our students weren't too busy. Our students found time because many of them depend on United Way agencies to support their educational efforts. I know how busy you are but could you stop just one minute and think about giving $3.50 a month via payroll deduction. If we all did just that, we could achieve our goal and show our community that miracles really do happen at CPCC. The campaign has been extended to December 1. Thanks to all of you who have given and given so generously thus far. If you need a pledge form or have a question, please contact me or Nicki Brooks. -------------- next part -------------- An HTML attachment was scrubbed... Visitation beginning at 1:00 on Sunday, November 21, 2004, will be held at Heritage Funeral Home Matthews/Weddington followed by a service in celebration of her life at 2:00 in the Chapel. Private interment will follow at Forest Lawn East Cemetery. Barbara was born on June 5, 1959, in Marion, NC, daughter of William and Nancy Biddix McKinnis. After spending her youth in Charlotte, Barbara graduated from Sun Valley High School in 1977 and later attended Pfeiffer College. The inspiration for her life's work as a chef came while enrolled in CPCC's Culinary Arts Program, where as a Dean's List student she received the Leon Openheimer Award in 1988. In 1991, she graduated from the Culinary Institute of America in Hyde Park, NY, and returned to Charlotte as a full-time instructor in CPCC's Culinary Program until 1997. She was a former member of the American Culinary Federation and NCRA. Her culinary interests then led her to Kauai, HI, and to Palm Springs, CA, where she owned and operated catering businesses. Barbara's passion for life and unselfish need to give to others will be greatly missed by her family, friends and those whose lives were touched by her joyful spirit. In addition to her parents, William and Nancy McKinnis of Polk City, FL, survivors include her sisters Elizabeth Poston, husband Alfred, their son Eason and Carolyn McKinnis, of Charlotte. She also leaves to cherish her memory her companion Paul Pressman and his parents Moe & Thelma Pressman, of Palm Springs. Her grandparents Robert & Margaret McKinnis and G. Ed & Pansy Biddix, Sr., of Marion preceded her in death. In lieu of flowers, the family requests that donations be made to the Barbara McKinnis Culinary Arts Scholarship Fund c/o CPCC Foundation PO Box 35009 Charlotte NC 28235. You will receive your enrollment forms by Wednesday, November 24, 2004. The enrollment forms are due back in HR (Benefits) December 7, 2004. The Flexible Benefits Plan allows you to open a pre-authorized account with Interactive Medical Systems to pay for eligible expenses prior to federal, state, and FICA taxes being deducted. The attractive advantage to a Flexible Benefit Plan is the tax break: Flexible Spending Account for Non-Covered Health Care Expense (Limit $3,000), Flexible Spending Account for Dependent Day Care Expenses (Limit $5,000). According to Federal Law, all employees are required to sign a form stating that CPCC offered them the benefits of Section 125. This does not obligate you (the employee) to participate. Those choosing to participate may use the attached worksheet to estimate your un-reimbursed expenses for the coming year. You should bring this form with you to the enrollment workshops listed below. Faculty and staff employed between January 1, 2004, and present should make special note to attend the programs since this will be your first enrollment opportunity. Sometimes I need to get the address or phone number for a former student, but I no longer have the Social Security number and can't look him up. Can Student Records find this for me? Will they give me this information? A. We should be able to find the student. If the name is a common one, we may need additional factors to make a positive identification. Of course, it must be remembered that the information may no longer be current and that former students still have FERPA rights. Q. I can think of situations in which I have work or projects that should be returned to the student. A. Sure, that's reasonable. Q. What if a potential employer calls asking if I know of a student, current or former, who'd be a good candidate for a position with his company? When that happens, I'd like to be able to provide the information so he can contact the student. After all, that's what we're about. A. Yes, that's true. However, we can't give addresses or phone numbers out to the public without the student's permission since these items are not considered directory information at CPCC. A better approach would be to contact the student and give him/her the information needed so he/she can the potential employer. In this way, we've protected the student's privacy and given the student the choice of pursuing the opportunity. -------------- next part -------------- An HTML attachment was scrubbed... With the shipping delays associated with the holidays, it will be difficult to obtain books ordered after December 1 before the start of spring classes. Any textbook orders placed after December 1 cannot be guaranteed to arrive before January. The price students receive at buyback also directly depends on the bookstore having received a book order. If we receive a text adoption for a given title, the student can receive up to 50% of their purchase price! If an order is not received, the price offered becomes national wholesale value. Please help us to be as prepared as possible for spring semester by turning in all remaining textbook orders. Also, the CPCC Bookstore is pleased to announce that we have upgraded our student website. The new link is http://www.cpcc.edu/bookstore/ The new site offers many resources for both students and faculty and has a much improved interface with fewer "clicks" to navigate. Students can order textbooks, both new and used, to be shipped direct to their home, or can prepay for text orders and avoid the lines during rush. There is also an extensive database for faculty..."Faculty Web". Faculty Web offers one of the largest sources of critical textbook information in all disciplines. It makes choosing textbooks easier. . . and it's FREE! The Center for Transformational Learning will facilitate this process. If you are interested in participating, registration forms need to be printed out, completed, and a hard copy sent to Debbie Bouton in LR403B. It would expedite the process if all registration fees were charged to a P-Card. Until we know exactly how many people plan to attend, we will not know how large a discount we will receive. All registration forms, with a P-Card number or PO # should be turned in by January 28th. After we have determined how many people are attending, you will be contacted to let you know exactly how much will be charged to your P-Card account. Interactive Medical System Associates will be on Levine Campus and Central Campus to answer questions and to assist in enrolling faculty and staff.
