Both were prepared by the health plan administrators: Start of news release State Health Plan's Contract with AdvancePCS The State Health Plan signed a contract with AdvancePCS as its pharmacy benefit manager in December 2000. The terms of the contract called for the Plan to pay a specified amount for prescription drugs, and for AdvancePCS to maintain a minimum enrollment of pharmacies within their network. The results of a recent routine audit indicated that AdvancePCS had been billing the State Health Plan an amount different from the contracted amount. We have received hundreds of suggestions from you in recent weeks and have begun to implement many of the good suggestions that you shared with us. Some of those efficiencies are listed below. As promised, we are also working with policy makers in Mecklenburg County and in Raleigh to communicate both our need and value. I believe CPCC and the other 57 community colleges are critical to the economic health and recovery for North Carolina. Our student leaders are standing with us during this important time. Many of them spoke at the County's public hearing a couple of weeks ago. Others of them and you have sent emails to commissioners expressing your concern and calling on them to fully fund the college. The county is scheduled to vote on its 2002-2003 budget June 18. I believe they will restore our $1.2 million cut, but any salary increase is questionable. You may have seen in recent days various news accounts about our seeking private "adopt-a-class" support for fall semester class offerings. The initial response to this grassroots idea has been very positive. We are being as proactive as possible during this uncertain time in our history. As you will see below, we have taken your suggestions and input seriously. Our intent is to communicate on a bi-weekly basis other suggestions as we implement them. Efficiencies: 1. Only critical vacancies have been filled since November. 2. No new positions are planned for 2002-2003. 3. The College is currently under a full-time employee freeze. 4. Qualified non-faculty will teach a class this fall. 5. All State funded out-of-county travel not paid before May 1 has been suspended. 6. The Communicator (the college's internal newsletter) and other written publications are now available in online form only. 7. Class sizes have and are being raised. 8. The Phased Retirement program has been suspended. 9. Consulting activities have been suspended. 10. The College is creating awareness about its value and need to the community. 11. We are looking for greater efficiencies in support services. 12. Reduced non-critical release time for faculty and staff. 13. Suspended all new program development unless external funding is available. 14. Anticipate closing, or converting to corporate education, low enrollment programs. 15. Reduced all expenditures by 4% in 2001-2002. 16. Prepared 2002-2003 budgets with an anticipated 8% additional cut and no enrollment growth money. 17.
